Biznes.gov.pl is a service dedicated for people planning and conducting economic activity.  The aim of the portal is to help in the implementation of issues connected with setting up and conducting economic activity by electronic means in a way that is easy and intuitive and to simplify the formalities required for the establishment and conduct of company. 

The portal also provides descriptions of the official services and  forms for entrepreneurs.  Persons conducting companies may submit application electronically to state institutions and handle their matters through the Internet. The portal brings together a number of services and functions, not only for entrepreneurs but also for public administration.  Entrepreneurs can find here detailed information on applicable regulations, required procedures and formalities connected with setting up and running a business activity in Poland and throughout the European Union. 

The service also fulfils the role of the search engine of contact details of all institutions supporting entrepreneurs.  It gives practical instructions on how to manage the business, and allows the implementation of administrative matters by electronic means (by module eWnioski - eApplications). 

One of the most important functionality is the Help Centre for Entrepreneurs biznes.gov.pl. service. This is an information point on conducting business for entrepreneurs and administration. The Centre is for the users of the Central Register and Information on Business and biznes.gov.pl. Consultatnts from the Help Centre answer questions through various communication channels:  telephone, livechat, automatically by the virtual official or a contact form. Video chat, sharing a screen (co-browse) and making calls with consultants through a web browser are frequently used tools.  The Help Centre is also adapted for deaf people. All the information and electronic services are available in Polish and English.

If you would like to obtain information on the conduct of activity, please use the Help Centre for Entrepreneurs. You can contact the Centre by filling in the form or by telephone, on working days, excluding holidays, from 7am to 5pm, telephone number 801 055 088.  You can also use the Internet telephone.  The Centre shall also provide service for deaf people.

History

28 December 2009 under the Services Directive and the Act on freedom of economic activity the Point of Single Contact was created, the aim of which was to support persons engaged in or intending to start a business. 

The next step in the evolution of the Single Point of Contact was the project 'Central Register and Information on Economic Activity" implemented by the Ministry of Development (Leader), the Institute of Logistics and Warehousing and the Polish Chamber of Commerce (Partners), which under the measure "Launching Electronic Contact Point"created information platform on the conditions for the exercise of an economic activity.  Within the framework of the project portal biznes.gov.pl was created. The project "Simplification of procedures relating to establishing and pursuing economic activity through their informatisation and implementation of the idea of one one-stop shop system (UEPA)".

Biznes.gov.pl portal and the development of contact point for entrepreneurs 

Ministry of Development, together with Partners — Institute of Logistics and Warehousing and Polish Chamber of Commerce — is currently developing a contact point within the framework of the project "Development of the Single Point of Contact of third generation".  More information on the project leader and partners.  The purpose of this project is to enable the implementation in an easy and intuitive way, of successive procedures by electronic means and to simplify the formalities required for the setting up and running of a business. Furthermore, the aim is also to streamline the activities related to the recognition of qualifications in regulated occupations and activities.

The project is implementing 100 new e-procedures and 300 descriptions of activities and guides for setting up and running a business, in addition to the already available database.  Many facilities are already available on biznes.gov.pl portal, which has become a user-friendly administration interface in dealings with business.  Today many companies use the services of portal and Help Center. We want at least 60 % out of 1,8 million active enterpreneurs to use our solutions on a daily basis. Within the project an entrepreneurial centre is being launched and there are training courses tailored to the needs of users.

Biznes.gov.pl portal is closely linked to the Central Register and Information on Economic Activity (CEIDG).  
 
The project is co-financed by the European Union funds from the European Regional Development Fund under the Digital Poland programme.  It is a continuation of the project entitled: "Central Register and Information on Economic Activity", financed by the Operational Programme Innovative Economy.  The total value of the project amounts to over PLN 61 mln, from which PLN 51 mln come from European funds.

 

Legal basis

The Services Directive

Under the Services Directive (Directive 2006/123/EC of the European Parliament and the Council of 12 December 2006 on services in the internal market, OJ L 27.12.2006, 376), each EU Member State is required to set up a Point of Single Contact.  Points shall ensure that it is possible for service providers to complete all procedures and formalities necessary to take up and conduct a service activity.  The Polish Point of Single Contact has been introduced by the Act of 4 March 2010 on the provision of services in the territory of the Republic of Poland.

The Act on freedom of economic activity

Aspects relating to the Polish contact point shall be governed by the provisions of the Act of 2 July 2004 on freedom of economic activity.

The Act on the provision of services by electronic means - Point of Single Contact for service providers and recipients of services

Contact point biznes.gov.pl also performs tasks resulting from the Act of 18 July 2002 on the provision of electronic services, related to the contact points for administration and service providers and service recipients. 

The Act on the Recognition of Qualifications

Contact point biznes.gov.pl shall perform the tasks resulting from the Act of 22 December 2015 on the principles governing the recognition of professional qualifications acquired in Member States of the European Union, making it possible to deal with matters relating to the recognition of professional qualifications acquired in Member States of the European Union. 

The Act on the posting of workers in the framework of the provision of services

Biznes.gov.pl is also the contact point, the tasks of which shall be defined in the Act of 10 June 2016 on the posting of workers in the framework of the provision of services.  These tasks cover, inter alia, publishing information about the terms and conditions of employment of posted workers, the duties of the employer.  The contact point also makes it possible to submit documents relating to the posting of workers electronically.
