Housing and technical requirements for conducting a pharmacy

A community pharmacy should be either located in a separate building or in a facility designated for other purposes, but with provided isolation from other premises and other activities.

The premise of a community pharmacy consists of the main area and the auxiliary area.

The main area of the premises of a community pharmacy consists of the following chambers:

1) the expedition room;

2) the prescription room, which can be equipped with a gate;

3) a homeopathic remedies preparation room - if the pharmacy prepares homeopathic products;

4) a washing room;

5) a storage room or rooms of medicinal products;

6) a storage room or rooms for the storage of other range of products (foodstuffs, hygiene, disinfection);

7) an administrative and training room;

8) a reception room, located near the entrance to the pharmacy intended for receiving supplies of goods and for personnel;

9) the archive room.

The expedition room being a part of the main area must be constructed in a manner which ensures access for persons with disabilities.

The main area of a community pharmacy may not be less than 80 m2.  It is permitted for community pharmacies located in towns with less than 1,500 inhabitants and in rural areas for the main area to be not less than 60 m2.

In the case of preparations of homeopathic medicinal products, the main area of the pharmacy, depending on the range of these products must be increased accordingly.

The area of the auxiliary premises of the community pharmacy should include:

1) a social room;

2) a changing room for staff with separate closets for outwear, white coats and footwear in an amount depending on the employed staff (it is permissible to locate the closets in the reception room);

3) a sanitary room;

4) a storage room designated for keeping cleaning equipment and household detergents,

5) communication area (corridors, vestibules, etc.).

Their size and the necessary equipment should arise from separate provisions.

 

 

It is anticipated that the technical, sanitary-hygienic, fire, health and safety requirements of the premises meet the requirements specified for a public building. The rooms of the pharmacies must be clean, dry, properly ventilated, and the medicinal products and medical goods protected against sunlight.

Medicinal products and medical goods must be stored in a manner that protects them from dust, dirt and damage.   Medicinal products and medical goods cannot directly touch the walls and floors in the place of storage.

The basic equipment of the pharmacy's premises is:

  1. an expedition table;
  2. expedition closets;
  3. cabinets, racks and platforms;
  4. desks, office cabinets;
  5. refrigerator or refrigerated cabinet with a device for measuring temperature, designed exclusively for the storage of medicines;
  6. thermometers in all rooms where  medicinal products are stored or made and where medical goods are stored;
  7. metal cabinets for narcotic and psychotropic drugs;
  8. a prescription table;
  9. prescription cabinets;
  10. a distiller;
  11. multipurpose scales;
  12. glass, crockery, prescription utensils.

The premises of an establishment conducting mail order of medicinal products must additionally have space designed for the preparation of a medicinal product for shipment, separated from the expedition room, storage room or the reception room.

The separated space should be equipped with:

- a table to prepare the items,

- a closet or shelf to store external packaging materials,

- a platform or shelf for storage of prepared items.

A pharmacy conducting the above activities must be equipped with technical means to take orders for medicinal products by phone, by fax, by e-mail or by a form placed on the website of the entity. Also, records of purchases should be kept in electronic form.

It should be emphasized that an additional challenge for e-pharmacies is to ensure appropriate quality standards of delivery. This medicinal product should be properly packed and the package should be labelled containing: the company's stamp, order number, details of the recipient, declaration of the transport requirements and a contact phone number.

Transportation of the mentioned product should be conducted in separated areas of transport means, providing:

- protection against contamination or damage

- conditions preventing mismatching and contamination of medicinal products,

- conditions preventing access to the medicinal products by unauthorized persons,

- temperature control during transportation.
