What you should know and who can use this service
An applicant (a Polish citizen or a citizen of a Member State of the European Union, the Swiss Confederation or a Member State of the European Free Trade Association (EFTA) - a party to the Agreement on the European Economic Area) who applies for recognition of qualifications to practise a regulated activity in the territory of the Republic of Poland must document his qualifications to practise the activity for recognition of which the person applies.

What to do step by step
Submitting an application for initiation of proceedings on the recognition of qualifications for the exercise of activities relating to the manufacture, assembly, repair and modernisation of technical equipment and materials and components
According to Article 13(1) of the Act of December 22, 2015 on Principles of Recognizing Professional Qualifications Acquired in the Member States of the European Union, proceedings for recognition of qualifications are initiated on the basis of an application. The application must be accompanied by certificates of formal qualifications (education, professional experience), drawn up in Polish, or with translation into Polish by a sworn translator. The obligation of payment arises once submitting the application for recognition of professional qualifications. The applicant submits the application along with proof of payment directly to the Office of Technical Inspection in Warsaw.
Where an applicant for recognition does not have a place of residence or habitual residence or registered office in Poland or another Member State of the European Union, if he has not appointed for purposes of the conduct of proceedings, an attorney-in-fact residing in the Republic of Poland and does not operate through the consul of the Republic of Poland, must appoint an attorney in Poland for the service of documents. Appointment of an attorney-in-fact is not required when the letters are delivered by means of electronic communication.

Confirmation of receipt of the application
The Office of Technical Inspection notifies an applicant on the receipt of application within one month from its receipt.

Formal and substantive analysis of the submitted documents
The Office of Technical Inspection verifies the application in formal terms. In case of finding formal defects, the Office of Technical Inspection requests to remove them within 7 days; otherwise the application will be left without examination. If the applicant supplements the documents in an incomplete manner or the submitted documents contain inaccurate records in respect of carried out activities, the Office of Technical Inspection re-summons to complete or to clarify them.
When carrying out the substantive verification, the Office of Technical Inspection checks what the qualifications acquired abroad by the applicant entitle to and whether they are appropriate to practise the activity for the recognition of which the applicant applies. In justified cases, the Office requests additional information from the EU Member State where the document confirming qualifications has been issued or the support centre functioning in a Member State.
Issuing a decision on the recognition of qualifications or a decision refusing recognition
A decision on recognition of qualifications is issued no later than within 3 months from the date of submission of all the necessary documents by the applicant. In particular cases the issuance of a decision may be extended by 1 month. In relation to issuing and delivering decision the provisions of the Administrative Procedure Code are applicable.
In case of a negative assessment of submitted documents, the Office of Technical Inspection shall issue a decision refusing the recognition of professional qualifications acquired in Member States of the European Union, which is delivered with a justification of the applicant. The applicant has the right to appeal against the decision.

Conducting the procedure and issuing a decision on the recognition of professional qualifications to perform a regulated profession is subject to a fee of 35% of the minimum remuneration for work, established on the basis of the provisions of the Act of 10 October 2002 on the minimum remuneration for work, applicable in the year the procedure is initiated.
In 2022, the minimum remuneration for work is PLN 3,010.
How long you will have to wait
Proceedings for recognition of qualifications should be finalised by issuing a decision not later than within 3 months from the date of submission by the applicant of all the necessary documents. In exceptional cases, the term for issuing a decision may be extended by one month
How can you appeal
The appeal procedures are governed by the provisions of the Administrative Procedure Code. The applicant has 14 days to submit an application for reconsideration of the matter. After consideration of that application, a decision is issued on revoking the appealed decision in full or in part, or on upholding that decision. In case of leaving the decision in force - the applicant may submit a complaint against the decision to the Voivodeship Administrative Court in Warsaw, through the Office of Technical Inspection in Warsaw.
