What you should know and who can use this service
An application for a licence for a wholesale stock clearance of beverages containing over 18% vol. of alcohol may be submitted by an entrepreneur whose licence for wholesale trade in alcohol has expired. The licence expires in the event of:
- liquidation of the business entity or a notification on the termination of wholesale trade in alcoholic beverages
- upon the expiry date of the licence
- a change in the members of the civil law partnership
The Minister of Development and Technology grants a licence for a wholesale stock clearance of alcoholic beverages and sets the time limit for such stock clearance, no longer than 6 months from the date the licence has expired.

Submit your application for a licence for a wholesale stock clearance of beverages over 18% vol. of alcohol
The application for a licence for a wholesale stock clearance of beverages containing over 18% vol. of alcohol should be submitted to the Minister of Development and Technology, that is the authority that issued your licence for wholesale trade in beverages containing over 18% vol. of alcohol.
If you wish to be represented by an attorney-in-fact, remember to enclose the power of attorney and proof of payment of stamp duty for the power of attorney (PLN 17). You will not pay for the power of attorney if you grant it to your husband, wife, children, parents, grandparents, grandchildren or siblings. Stamp duty for the power of attorney should be paid to the bank account of the City Office of the Capital City of Warsaw Taxpayer Service Centre.

Formal and substantive verification of the application
The Minister of Development and Technology verifies whether the submitted documents are correct in form and substance. If the Minister finds your application incomplete, you will be requested to submit any missing documents within 7 days of the date of receiving the request. If you fail to do so, the Minister will issue a notice stating that your application will not be further processed or that it will be returned to the applicant.
Issuance of the licence for a wholesale stock clearance of beverages containing over 18% vol. of alcohol
If the Minister of Technology and Development finds that the submitted application is incomplete, the entrepreneur will be requested to supplement it within 7 days from the date of receiving the request. If the entrepreneur fails to do so, a notification is issued stating that the application will not be further processed or that it will be returned.
If the application is correct in form and substance, the Minister of Technology and Development grants a licence for a wholesale stock clearance of beverages containing over 18% vol. of alcohol. The licence is granted for a defined period indicated in the licence, no longer than 6 months from the date of expiry of the licence for wholesale trade in beverages containing over 18% vol. of alcohol.
If the application is correct in formal terms but incorrect in substance, the Minister of Technology and Development issues a decision on the refusal to grant the licence.

The fee for a licence for a stock clearance of beverages containing over 18% vol. of alcohol is charged depending on the number of litres of 100% alcohol indicated in the application, proportionally to the amount of PLN 22,500 for 250,000 litres of 100% alcohol.

Your case will be settled within one month. This period may be extended to two months, subject to notification by the official.
Good to know
An application for a licence for a wholesale stock clearance of beverages containing over 18% vol. of alcohol may not be submitted by an entrepreneur whose licence has been revoked as a result of:
- violating the conditions specified in the licence
- marketing alcoholic beverages from illegal sources
- committing a crime in order to gain material benefits, by the person responsible for the business activity of the entrepreneur holding the licence
- providing false data in the statement on the value of alcohol sold for the last calendar year
- a ruling banning the entrepreneur being a natural person (or the person responsible for the activity of the licence holder) from conducting business activity covered by the licence
- commissioning by the entrepreneur, on a contractual basis, conduct of wholesale trade in alcoholic beverages to other entrepreneurs
- violating the conditions of alcohol sale
- repeated disturbance of public order at the trade location
